Fred Haack was born in Vancouver in 1932. He studied at UBC, Concordia University, and Carleton University. From 1965-1967, Haack was guest lecturer in history at Akropong Teachers' College (founded 1830) in Ghana, West Africa. He returned to Canada and joined the Canadian government, serving with the Canadian International Development Agency (CIDA), Industry Canada, and The Department of Foreign Affairs, Canada. In 1979 he was appointed as Canada's development officer in the Middle East, accredited to Egypt and Sudan. During the first few years he spent a lot of time in Juba, South Sudan. He also managed Canada's development assistance programs in Tanzania and Zambia during further years in Africa (1980s). His last posting was Accra, Ghana, where he held the rank of Counselor with accreditation to Togo, Benin, Sierra Leone and Liberia. In 1991 he returned to Ottawa to join the staff of the Export Controls Division of the Department of Foreign Affairs and International Trade. Haack later retired to Victoria. He has published book reviews and short stories on Africa. His novel, "In the Land of the Talking Drums", has been described as a semi-autobiographical novel about the life of an International Aid Officer in Africa.
