Lomas was born in Derbyshire England. He sailed to Victoria, Canada, in 1862 and soon afterward moved to the Cowichan Valley. He was the Cowichan district's first school teacher. Lomas married Jane Alexander (1849-1930) in 1868. In 1880 he was appointed Indian Agent for the district from Comox to Victoria, including the Gulf Islands.
